Free Health and Safety Induction Packs 25/07/2007

Free Induction pack for employers of migrant workers Using money from grants from Lincolnshire Enterprise and East Midlands Development Agency, South Holland District Council has produced an induction pack for small and medium sized employers of migrant workers in South Holland and Boston. This is part of the European funded Seasonal & Casual working in South Lincolnshire and The Dynamics of Migrant Labour project. The Dynamics of Migrant Labour Report published in June 2006 highlighted the fact that employers of migrant workers in South Lincolnshire required additional support for the induction procedure. The packs contain a mixture of fact sheets on a range of employment and workplace related issues, as well as templates to use in the work environment. This resource contains details on employment contracts, how to understand a payslip, information for the first day at work, training sheets for use with equipment, health and safety and human resources information and emergency procedures. There is also a directory for employers signposting them to other sources of assistance and guidance. Sue Bolter, Head of Economic and Community Development Service, is keen to promote these packs as an essential source of information: “These packs are a useful resource for local businesses who employ migrant workers and have been produced because a need for assistance with induction material was highlighted by labour users during the research carried out in our area. The packs will benefit employers and migrant workers enabling a greater understanding of workplace issues, including health and safety and employment procedures. We have received positive responses to packs we have already distributed and I hope other businesses in the area will take advantage of this new resource.” These resources are free to employers of migrant workers in South Lincolnshire, particularly small to medium sized employers, and to labour providers and agencies. If local businesses would like a pack, please contact the Migrant Worker Project Manager at South Holland District Council with a contact name and business postal address. Requests can be emailed to eholmes@sholland.gov.uk faxed to 01775 711 054 or posted to SHDC Council Offices, Priory Road, Spalding, Lincolnshire PE11 2XE. The documents are translated into the following languages: English Polish Portuguese Russian Lithuanian Slovak Latvian All languages are available in each pack. Lincolnshire Enterprise Lincolnshire Enterprise is a business led partnership between the private sector, public bodies and community and voluntary groups. New Scheme to Benefit Migrant Workers in Lincolnshire 13/02/2007

Anyone living in Lincolnshire will be aware that many migrant workers have moved to this area. They are already making a positive contribution to the labour market, but we believe they may also be able to help the local economy by starting new businesses. Success Matrix will soon be launching a pilot scheme by working in conjunction with Lincolnshire County Council to deliver a business start-up programme for migrant workers that provides practical help and seeks to find a solution to any barriers that may exist.

The Migrant Worker Programme will be initially based in South Holland, where it has been identified that 60% of migrants in the area speak above average English, while 65% have computer skills and 26% have a degree level qualification from their home country (Migrant Worker Project research report 2006). In addition, research from Bloch (2002) and Gilpin (2005) indicates that migrant workers show a much higher level of self-sufficiency.

Research indicates that Lincolnshire’s migrant workers are young, mobile, educated and self sufficient, but levels of business start-ups are near non-existent (MWP research report 2006). At present, research and anecdotal evidence shows the key barriers to start up facing migrant workers are:

1. Lack of Available and Accessible Information: Across the county there is a lack of easily accessible information points for migrant workers and very little signposting help. This problem is exacerbated by cultural differences and language difficulties. A solution to this problem requires pro-active support services work in Migrant Worker communities, creating a visible presence and actively utilising any pre-existing linkages into the community.
2. Lack of Confidence and Experience: A problem compounded and exacerbated by the lack of integration.

The scheme will commence with an awareness raising session that is designed to identify candidates, offer broad generic advice, signpost to other support services and identify the current barriers for migrants. The best candidates will then be entered into a programme of one to one support to enhance their businesses chances of success.

Dexter Durrant, Director at Success Matrix, states

“Stimulating new business enterprise is a key economic objective for Lincolnshire. Our new population of migrant workers bring with them a natural spirit of enterprise, as well as many skills and this gives us an opportunity to support them to start new business ventures. If successful, these ventures could create even more jobs and prosperity for Lincolnshire. This pilot programme will help us to understand how best we can support individuals, as well as raise awareness of the obstacles to success.”
